CENTRAL NORTHUMBERLAND FISHERMEN’S ASSOCIATION RESOLUTIONS

 

CNSFA #1: WHEREAS any traps that are allocated towards a Moderate Livelihood fishery, BE IT RESOLVED that the PEIFA advocate that they are not additional traps coming into the fishery, maintaining the 1-in-1 out and willing buyer/willing seller approach.

 

NORTH SHORE FISHERMEN’S ASSOCIATION RESOLUTIONS

 

NSFA #1: BE IT RESOLVED that the PEIFA advocate for combining gears in LFA 24, adopting the WGFA combining plan.

 EASTERN KINGS FISHERMEN’S ASSOCIATION RESOLUTIONS

 

EKFA #1: BE IT RESOLVED that the PEIFA request that the recreational cod fishery season be extended to Thanksgiving.

 

SOUTHERN KINGS AND QUEENS FISHERMEN’S ASSOCIATION RESOLUTIONS

 

SKQFA #1: WHEREAS financial assistance provided to new fishers through the PEI Future Fisher Program has not been increased since program inception in 2009, and WHEREAS the costs of fishing fleets, interest rates and fishing expenses have risen drastically over the past 14 years, BE IT RESOLVED; that the financial support provided by the PEI Provincial Government under the program increase substantially to align with current fiscal realities for new fishers. 

 

SQKFA #2: WHEREAS The PEI Lending Agency needs to be competitive with other lending authorities, BE IT RESOLVED; that the Provincial Low Interest Loan Program increase accordingly to a fair market value of at least $1 million. 

 

SKQFA #3:  BE IT RESOLVED that the PEIFA position be maintained for all species of a ‘no new access’ (1 in and 1 out) policy and a ‘boots on the boat’ requirement for all moderate livelihood fisheries.

 

SKQFA #4: BE IT RESOLVED that the PEIFA continue to sell snow crab allocation on behalf of the membership and the PEIFA use their discretion on getting quota caught in lieu of North Atlantic Right Whale presence in the vicinity. Motion to continue to pursue and support this 2021 & 2022 Resolution.

 

SKQFA #5: WHEREAS the current deadline for the validity of a Transport Canada life raft inspection was originally limited to one year; and WHEREAS components of the life raft have an expiry beyond the one-year timeline, and WHEREAS the cost of inspection of the life raft is extensive; Therefore, BE IT RESOLVED that the PEIFA request an extension of upwards of 5 years to the Transport Canada life raft inspection timeframe without jeopardizing the safety of the product.  Further to the 2021 Resolution; BE IT RESOLVED; That the PEIFA request Provincial Government assistance in addressing this issue and seek solutions including the possibility of securing local PEI life raft certifiers and for the province to report back on the progress in a timely fashion.

 

SKQFA #6:  BE IT RESOLVED that the Federal Government conduct information/ workshop sessions with commercial fish harvesters regarding the proposed commercial treaty rights-based fishery on PEI.

 

SKQFA #7: BE IT RESOLVED that the PEIFA request that PEIFA members be exempt from paying tolls on the Confederation Bridge and the Ferry while delivering fish seafood bait, etc. to and from the mainland. Motion to continue to pursue and support on this 2021 Resolution. 

 

PRINCE COUNTY FISHERMEN’S ASSOCIATION RESOLUTIONS

 

PCFA #1: BE IT RESOLVED that all LFAs on PEI (LFA 24, 25, 26A) meet and talk about lobster management issues (2 reps from each LFA or each Harbour) once a year.

 

PCFA #2: BE IT RESOLVED that there be a discussion around a ½ “tolerance in hoop size in Area LFA 25, imperfect hoops only (currently 6“).

 

PCFA #3: WHERE AS firstly, lobsters are most easily caught after molting, and their recovery time can range from July to October, indicating that the catchability is higher during this period than in Spring. Secondly, the fishery relies mostly on new recruits, and the exploitation rate varies from 63% to 85%, and is expected to be closer to 85% in July due to higher catchability. Lastly, egg loss is a concern, and it can be reduced by protecting egg-bearing females at their most vulnerable time, which is closer to their hatch, and as July is a crucial time in the reproductive cycle, fishing during this time can cause egg loss and hamper sustainable fishing in the future.  BE IT RESOLVED that there will be no lobster fishing in July in LFA 25.
